Who we are

Catatlyse Community is a small organisation of coaches, trainers and consultants who are experts in helping individuals and organisations strengthen their communities using asset-based models of community empowerment.

It was founded by Toby Baxter in 2025.

Toby has 34 years of experience in community work with people who are facing tough times and has helped mobilise over 3,000 community mentors to work with vulnerable people. He is the co-founder of COACH Community Mentoring and Empowered Faith Communities ministries, which, when combined, have multiplied in 230+ communities across Australia, NZ and the UK.

Toby is an ordained pastor and a registered Australian Social Worker. He holds a Master's in Ministry, a Post-Graduate Certificate in Divinity, and honours degrees in Social Work and Urban Economics.

Toby is married to Laura, a social worker in Hastings. They have three children, Josh, Zak, and Molly.

In his spare time, Toby likes to sail and go circuit training with friends in his spare time.
